1. What is your opinion on light
rail throughout Folsom?
Light rail may prove to be a benefit to Folsom in future years.
Light rail brings opportunities to Folsom and we will need visionary
council members who will implement these opportunities.
2. What is your view on the south of
50 situation? What do you support in terms of development?
The land annexation issue should be decided by a vote of the
residents of Folsom. I think there should be 2 questions for the
residents to
decide. The first question is a simple yes or no vote whether to
annex
the land south of Highway 50 into the City. If a majority of voters
support the annexation, then there would be a second vote of the
citizens
on the proposed General Plan, for south of Highway 50, with regards
to
zoning issues, water, schools, open space, and financing of these
and
other infrastructure needs. This is too big of an issue for our
community. This issue should be decided by a majority of residents
and not be
decided by only 3 members of our city council! If I am elected to
the
City council, I will work to ensure that each registered voter in
Folsom
has the opportunity to vote on this annexation!
3. What actions would you like to
see taken to mitigate excess high density housing in south Folsom?
We need Council members who will be better stewards of
development
throughout Folsom, not just in the South area. The remaining
projects
must be thoroughly evaluated prior to any additional approvals
given! If
elected I will ensure that the amenities such as parks, trails and
open
space are preserved in these areas.
4. What are your opinions on an grow
out population for Folsom ? 70,000, 90,000... over 100,000?
I believe we need to set population caps in Folsom and then
grant
approvals for development if they fit under these caps.
Unfortunately, we
are increasing our population and our original planned
infrastructure,
roads, sewer, water, Parks and Schools are being negatively impacted
by
a larger population than what was planned for. This is one the
biggest
contributors to our traffic problems in Folsom. We will continue to
see
our schools being overcrowded because we are increasing the number
of
students without the ability to build more schools, unless we want
to
raise our taxes again!
5. What plans do you support to
control out of town traffic within the city, without interfering
with residences right to access?
We should be doing some additional traffic engineering that will
encourage traffic to be routed through town faster. This should help
keep
this traffic off of neighborhood streets. We also need to do a
better
job of minimizing traffic impacts on the remaining development
before it
is built.
6. What are your opinions on the
Folsom Library?
There are many unanswered questions about the Library that we
the
citizens need to have answered. Why has the City Council not adopted
a
Library impact fee so that growth pays for its impacts when it
occurs?
It is my understanding that our remaining Developer Agreements are
conditioned that if the council adopts a new fee it will be
collected
immediately. Why have they not done so? Why was the vacant 7.2 acre
city
owned park site next to the High School, not considered as a
possible site
for the Library? How does tearing out a baseball field that is being
used and building a Library in its place qualify for Redevelopment
funding?
This leads to another question that no one seems to be able to
answer!
Since we have many parks that can not be finished because of lack of
funding, How in the world did we end up with a surplus adult
softball field? We need someone on the council to start giving us
some
straight answers!
7. Why is Folsom trying to keep its
own solid waste system when a great savings and better service for
the residents of Folsom can be obtained by contracting this service
out ? What are your plans to revisit this in the near term ?
We should compare the in house cost of operations and service to
what we could get with a private company or another agency.
Everybody in
the private sector competes like this on daily basis. The
public
sector should also be held to the same standards as we as citizens
do!
8. What are your opinions of the Dam
Road closure? Do you think an effective compromise is obtainable?
The dam road closure has occurred more as a result
political reasons than true terrorist threats. The agency that controls the
Dam
road for years, has tried to find a way to keep traffic of the road
and
finally found away to do so. There are numerous examples of other
public structures, Dams. Bridges and tunnels that are not closed. I
sense we
as a city have chosen to accept this closure and the Federal tax
dollars to build the new bridge instead of litigation contesting the
closure.
The question that the existing City Council members need to answer
for
the citizens is, since our General Plan identifies that we need
additional crossings over the American River/Lake Natoma and
acknowledges that
the Folsom Dam Road may not be available in the future, why did we
not
do something sooner? Their failure to develop the needed
infrastructure
(bridge crossings) has put this city in this position!
9. With the growing population, how
will the city ensure adequate public safety services?
We need to reduce this
Administration costs that have been growing
faster than the rate of growth for the City. This simply is not
sustainable! If elected, I will cut $1,000,000 from administration
and use
this money for amenities for residents and for life safety concerns.
10. Rainbow bridge is a landmark to
the city. It is also one of the more memorable sites to visitors.
What will you do to clean up the graffiti from RB and preserve this
city treasure?
The city of Folsom is extremely fortunate to
have many generous service community organizations. If elected I
will ask for their support in taking care of this problem!
11. How do you plan on making Folsom
more bicycle-friendly?
Having served as a Park Commissioner for 4
years, I was able to participate in the Bike master plan for the
City. While reviewing applications for development we need to be
more cognizant of encouraging development to be more bicycle
friendly, BEFORE, these plans are approved.
12. How do you see Transit Oriented
Development (TOD) fitting into Folsom's future (north or south of
50)?
We need to be far more aggressive in
securing additional grants for this type of this type development.
There are many opportunities for his type of development to occur
that will have smaller impacts on traffic.
13. What would you propose to
improve the long-term (after the new bridge) prospects for traffic
in Folsom, particularly in the historic district?
We will need to encourage traffic to use
alternate routes through Folsom once the New Bridge is built. Again
the biggest impact of traffic will be future development and the
stewardship of that approval process.
14. Many of our major roads (Prairie
City, Iron Point, Greenback) are major thoroughfares, yet are
unlandscaped. What would you do to help beautify these areas?
There should be some transportation impact
fees that could be used to landscape some of these roads. Also, if I
am elected, the cuts I will be making in Administration will free up
funds to complete some of these projects!
15. What are your thoughts on
Measure T? (Note to voters: Measure T will not be on the ballot)
I support the residents having a vote on the
final proposed annexation of south of Highway 50! If elected I will
work to see that you get this chance to vote!
16. What are your thoughts on
Measure W?
The City of Folsom's measure w does not
provide the safeguards the citizens are looking for in the
annexation process. I encourage you to vote NO on this measure. If
this measure passes, we the existing residents will either have
overcrowded schools or be faced with raising our taxes to build
schools south oh Highway 50. WE DESERVE BETTER!
