"Trust Us"
The State of California is asking Folsom and every other city in the state do do just that - "trust them". The State of California is trying to figure out some creative accounting to pass this year's budget, and part of it is taking 1/2 cent of local sales taxes and paying the cities back through property tax revenue. Trouble is, Folsom is expecting $8.6 million more in sales tax than the state is proposing. Needless to say, the city is completely opposed to the tax swap. More in the Bee.

City Must Install Water Meters
Folsom is in a bit of a pinch, trying to figure out how to install water meters without cost to the residents. Federal law states that all homes be fitted with water meters, however some 6,000 home which were built before 1992 still do not have any. In November, residents passed Measure P, which barred passing the cost on to residents of Folsom. The city is now trying to figure out how to get these meters installed by 2005 or lose some of its water from the federal government. More is in the Bee.

Barnstorming & Brainstorming
An old historic barn from Empire Ranch is the center of attention in a new controversy - what to do with its remains. The barn was dismantled in 2000 with the understanding that it would be used in the future in some way that helps serve the community. Some want it as a performing arts center, some want it to serve for parks & recreation. The city has no money allocated to build it, however a panel is being put together to explore options.
