Response to Folsom Library Issue |

Let me take this
opportunity to thank you for your efforts in regards to your
continuing struggle to build a new Folsom public library.
I also was instrumental in hiring the first ever library
Director, Ms. Kathleen Conners.
My past and indeed
current involvement with the Folsom library is a family affair.
My 9-year old son makes a weekly stop to browse through the
books and sincerely enjoys the comfort afforded by the staff.
In my view, the
failure of the recent library tax is evidence of the mistrust of the
current leadership in Folsom. Although 60 percent of the registered voters said yes, 40
percent said no, largely due to the mistrust of the leadership.
I would seriously
look at issuing certificates of participation.
This financing technique provides long-term financing through
a lease installment sale agreement that does not constitute
indebtedness under the State constitutional debt limitations and is
not subject to other statutory requirements applicable to bonds.
This technique has
been used in the Folsom area on prior occasions.
And it has been used throughout California to acquire or
construct major public projects such as public safety facilities,
courthouses, school buildings, parking garages, administration
building and recreational facilities.
The time line from
adoption to starting construction is relatively short.
